The flag of the Hispanic Caribbean League (HCL)

As the title states, this is the flag of the Hispanic Caribbean League, a Supranational Union between Cuba, the Dominican Republic, and Puerto Rico in my setting, one of two powers in the Caribbean, the other being the Caribbean Community. 

The three golden stars represent the three members and their potential, around a golden sun representing their unity over the blue, bountiful waters, bringing a red sky - itself symbolizing the blood and struggle and revolutions each member had endured - invoking the ancient saying of:

Red sun at night, sailors' delight.
Red sun at morning, sailors take warning.

Which meaning is invoked by the flag can change by either the ruling administration or in times of peace and war, and while the three members officially reside below the latitudes were the age-old adage works, it is often seen as an invitation - or a threat - to powers above them, which often abused them in the past, and their dealings with the major powers are often guarded, suspicious, and raked over to make sure that the HCL isn't receiving the short end of the stick, so to speak. The HCL is somewhat militarized and self-sufficient, as much as can be, anyway, and when it hits bumps it often turns to other Hispanic or Latin powers first for help than the global community at large.
